The Thai goVernmenT will
start taxing vehicles based on carbon
dioxide (co2) emissions rather than
engine sizes from January 1, 2016.
The new excise tax structure is
divided into seven types according to
vehicle type.
currently, cars with engine sizes
not exceeding 2,000 cubic centimeters
(cc) and 3,000 cc are taxed at 30% to
50%, while hybrid-electric cars not
exceeding 3,000 cc are taxed at 10%.
under the new tax structure, a 30%
excise tax will be applied to sedans and
vehicles with no more than 10 seats,
with a cylinder capacity of no more
than 3,000 cc and co2 emissions of no
more than 150 grams/kilometer (g/
km). a 35% tax will be levied if vehicular
emissions are 150-200 g/km and 40% if
emissions are more than 200 g/km.
a 25% tax will be levied on
automobiles using e85 and natural gas,
with a cylinder capacity of no more
than 3,000 cc and co2 emissions of no
more than 150 g/km. a 30% tax will be
applied if the co2 emissions is between
150-200 g/km and 35% if more than
200 g/km.
however, the excise tax on hybrid
cars with a cylinder capacity of no
more than 3,000 cc and emitting no
more than 100 g/km of co2 will only
be 10%. The tax rate will rise to 20% if
co2 emissions go up to 100-150 g/km,
25% if emissions go up to 150-200 g/
km and 30% if emissions are more than
200 g/km.
The finance ministry is expected
to earn revenues of Thb25 billion
(uS$813.8 million) from excise taxes in
2016.

克/公里，其税率为25%；如果二氧化碳排
放在150-200克/公里，则为30%；二氧化
碳排放超过200克/公里，则为35%。
然而，对于混合动力汽车，如果气缸排
量不超过3000cc，二氧化碳排放不超过100
克/公里，其税率为10%。如果二氧化碳排
放为100-150克/公里，则为20%；如果排
放为150-200克/公里，则为25%；如果排
放超过200克/公里，则为30%。
在2016年开始执行该税收方案后，财
政部预计将获得约250亿泰株的收入。

JX Nippon to boost capacity for
rubber-extender oil
JX Nippon橡胶延展油扩产
JX nippon oil and energy
plans to establish an additional
35,000-ton per year plant in 2013
that will produce environmentally
friendly rubber-extender oils, primarily
for sale to synthetic-rubber and tire
manufacturers in Japan.
The company produces and sells
three types of environmentally friendly
rubber-extender oils with low contents
of polycyclic aromatic hydrocarbons
such as benzo(a)pyrene: treated
distillate aromatic extract, or Tdae,
an oil based on a processed aromatic
extract from a vacuum distillate; nc-
rae, a special aromatic extract from
vacuum-distillation residual oil; and a
naphthene-based process oil.
Tdae is the most widely used in the
world, nc-rae is widely used in Japan,
and the naphthene-based oil is used in
certain specific applications. JX nippon
is the only manufacturer, which makes
all three products.
last december, the company
started building a new plant for nc-
rae in the a factory of the mizushima
refinery in okayama prefecture,
adding to its nc-rae production in the
mizushima refinery’s b factory and in
negishi.

with the production of solution-
polymerized styrene-butadiene rubber
growing abroad, JX nippon will also
consider overseas production in the

Gulf Oil buys Houghton
for US$1 billion

india’S gulf oil corp., which
is part of the hinduja group, has
acquired u.S.-based specialty chemicals
company houghton international from
a private equity fund for uS$1.05 billion.
gulf oil said houghton’s strong
presence in the industrial segment
would complement its own range
of automotive lubricants, expecting
synergies in manufacturing, sourcing
and distribution.
houghton sells metalworking fluids
globally, operating a total of 12 plants. it
reported an operating profit of uS$132
million for the 12 months ending
September 2012, on sales of uS$858
million.
gulf oil, which sells lubricants
and industrial explosives in india
and offshore, said it plans to operate
houghton as a separate company.

groundbreaking for base oil
plant in Spain
SK Lubricants在西班牙的基

groundbreaking ceremony on
november 28 in the Spanish city of
cartagena, to build a group iii base oil
plant in partnership with the country’s
leading energy company repsol S.a.
present at the ceremony were
repsol group ceo nemesio fernandez
cuesta and SK lubricants president
choi gwan-ho.
The
cartagena
plant has a
capacity of
producing
13,300
tons of
base oils per day. completion is slated
by late 2014.
SK lubricants will hold a 70% stake
in the €250 million (uS$325.8 million)
project and repsol the remaining 30%.
