Assumption of control
of the first part of the plant, locat-
ed in the borough of Harburg, is
set for Jan. 1, 2014. At that point,
Nynas will start operating the base
oil unit and associated refining
facilities—for instance, bitumen
assets, tank farms and jetties on
the southern part.
“Over the next 24 months,
Harburg will be converted into a
world-class, stand-alone spe-
cialty oil refinery,” said Staffan
Lennström, CEO of Nynas.
Nynas officials, driven by
projections that demand for
naphthenic specialty oils will in-
crease, have audacious plans. The
Shell refinery is a combined fuel,
naphthenic and paraffinic base
oil refinery. Nynas will convert
it into a plant that only produces
naphthenic oils. Part will be used
as a fuel terminal by Shell.
Nynas plans to increase
volumes of naphthenic specialty
oils by 40% when in full produc-
tion after the takeover. This could
catapult the Swedish company to
number one position in the naph-
thenic oil space; however, “we do
not know what our situation will
look like in a few years when we
reach the 40% increase in volume,”
said a company spokesperson.
The projections for such
significant growth in naphthenic
specialty oils are based on what
Nynas executives see as a need
for cleaner, non-hazardous oil;
a growth in electrification; and
closures of old Group I base oil
refineries.

After waiting more than two long years for the approval of the European
Commission, specialty oils producer Nynas AB is finally poised to take
over a refinery in Hamburg, Germany, purchased from Shell in 2011.
