Nishi Vasudeva will become
the first woman to head an oil company
in India, pending a several-month con-
firmation process, when she takes over
the reins of Hindustan Petroleum Corp.
Ltd. (HPCL), the third-largest refiner and
fuel retailer in the country after Indian
Oil Corp. (IOC) and Bharat Petroleum
Corp. Ltd. (BPCL).
Vasudeva, with 36 years of industry
experience, is currently the market-
ing director of the company. She will
succeed Subir Roy Choudhury when
he retires as chairman and managing
director in February 2014.
An MBA from the Indian Institute
of Management – Kolkata, Vasudeva
began her career with state engi-
neering consultancy firm Engineers
India Ltd.

Hydrodec acquires OSS
Hydrodec 收购 OSS
Hydrodec Group plc, the U.K.-based
cleantech industrial oil re-refining group,
has acquired the principal business and
assets of OSS from the administrators of
OSS Group Limited for GBP4.65 million
(USD7.2 million) in cash. The combination
of OSS’access to used oil, together with
its operating capability, makes it an ideal
partner for Hydrodec.
OSS is the U.K.’s largest collector, con-
solidator and processor of used lubricating
oil and seller of processed fuel oil. It has a
national network of oil storage and trans-
fer stations, currently serviced by a fleet of
more than 90 trucks, which collect used oil
and other garage workshop waste from
more than 30,000 customers.
OSS’existing senior management
team, led by Iain Lees will be joining
Hydrodec, together with approximately
200 existing employees.
Hydrodec Chairman Ian Smale said he
expects the transaction to be EBITDA ac-
cretive to the Hydrodec Group within two
months of the acquisition and accretive to
earnings overall in 2014.
In April, the company announced a
strategic partnership with G&S Technolo-
gies Group, a leading New Jersey-based
electricity transformer recovery services
group. The deal involved the creation of
a new entity, Hydrodec of North America
LLC, in which Hydrodec will ultimately
own 50.1% and contribute its existing re-
refining plant in Canton, Ohio.

Royal Dutch Shell PLC started
construction of a lube blending plant
in north Jakarta, Indonesia to meet
demand from rising car sales in the
country.
The plant has an annual capacity of
120,000 tons, said Shell ExecutiveVice
President Mark Gainsborough.
Shell does not provide details on in-
dividual project investments, but Indo-
nesia’s Minister of Industry, Mohamad S.
Hidayat, valued the plant investment at
USD200 million.
The Jakarta plant, which is Shell’s
first in Indonesia, but its sixth in South-
east Asia, would allow the company
to tap into strong vehicle demand in
Southeast Asia’s largest economy.
