Ineos Oligomers announced
its plan to build a newworld-scale linear
alpha olefin (LAO) unit along the U.S. Gulf
Coast, set for completion in late 2016.
According to CEO Bob Learman, the
unit will have an initial capacity of 350,000
metric tons, which can be further ex-
panded to more than 500,000 metric tons.
“Ineos Group already has a significant
footprint on the Gulf so we have ready
access to key resources. We have been
working on this project for the past year
and it is now ready to scale up for a new
phase of activity,”Learman said.
Ineos is also evaluating incremental
expansion opportunities at its Canadian
site.“Our LAO unit in Joffre, Alberta was
initially designed to be expandable by
50%,”said Karel Brabant, operations direc-
tor.“The first step of this program is well
underway with a project that will expand
the unit’s capacity by 10%.” This project
will be completed by the end of the first
quarter in 2014.
The expansion of Ineos’LAO
capacity will provide significant ad-
ditional feedstock supply to support
the anticipated growth of its poly alpha
olefin (PAO) business due to lubricant
reformulation activity to achieve better
fuel economy and lower carbon emis-
sions, Learman said.

Singapore Lube Park Pte Ltd
announced in July that it will build and
operate a“shared”Lube Park in Singapore,
the first of its kind in the industry. The
new company is a joint venture between
Shell Eastern Petroleum Pte Ltd, Sinopec
Lubricant (Singapore) Pte Ltd and Total Oil
Asia Pacific Pte Ltd, who will be sharing
these new facilities.
Looi NaiTze has been appointed gen-
eral manager for Singapore Lube Park.
Construction is planned to com-
mence later in the year and is targeted for
completion by 2015.
Singapore has long been a strategic
lubricants hub for both Shell and Total,
supplying products to customers and
markets in the Asia-Pacific region. When
completed, Shell’s new LOBP and GMP
in Tuas will replace itsWoodlands plant.
Total will construct a new LOBP in Tuas
to replace two existing plants in Jurong
Pandan and in Pioneer.
Sinopec’s newLOBP andGMP have
started operations recently.The SGD134mil-
lion (USD106million) plant is the first lube
blending plant for Sinopec outside China.
“In recent years, the demand for our
products has been growing at above 50%
a year globally, although it is from a low
base. But with the opening of the plant, an
efficient distribution system and speedy
product delivery, we will enjoy faster
growth,”Pei Wenjun, general manager of
Sinopec Lubricant (Singapore), said.
The three companies have been
working closely with the Singapore Eco-
nomic Development Board (EDB) and JTC
Corp. (JTC) on this project.
“This joint initiative by Shell, Total and
Sinopec illustrates how Singapore’s busi-
ness environment allows industry leaders
to come together and develop new busi-
ness models,”said Eugene Leong, EDB’s
director of Energy and Chemicals.

Malaysia’s state oil company,
PetroliamNasional Bhd (Petronas), an-
nounced a further delay in the start-up of
its USD19 billion Refinery and Petrochemi-
cals Integrated Development (RAPID)
project in Pengerang, Johor, to 2018.
Petronas had already put back the
project in June and revised the final invest-
ment decision (FID), citing state govern-
ment problems in relocating villages and
graves from the 2,000-hectare site. Reuters
reported that the project had been further
complicated by a need to secure water
supplies, as well as cater for new partners.
BASF, one of the original project partners,
had pulled out after differences in business
strategy.
The complex is the largest single
investment in Malaysia. Its location at the
southernmost tip of the peninsula, just 10
km from Singapore’s east coast, is part of a
vision for a“Greater Singapore”energy-
trading hub that would rival competitors
such as China.
The delay of the RAPID oil refin-
ery could also potentially delay the
introduction of stricter vehicle emissions
standards in Malaysia, Euro 4M, slated
for 2015, as the 300,000 barrel-per-day
refinery was meant to supply Euro 4- and
Euro 5-compliant gasoline and diesel
fuel, respectively.
