
Shell completes oil leak clean-up at Bukom Facility
Shell has confirmed the successful containment and clean-up of an oil leak at its Energy and Chemicals Park Singapore on Bukom Island. The incident, which was first reported on 26 December 2024, resulted in the release of a few tonnes of refined oil products into the water due to a suspected leak from one of the facility’s oil processing units.
Emergency response measures were swiftly implemented, including the deployment of absorbent and containment booms, the use of dispersants, and the activation of an in-built oil skimmer system. Working alongside the Maritime and Port Authority of Singapore (MPA), Shell also used boats and drones to monitor and clean light oil sheens observed near Pulau Bukom. As of 28 December 2024, no further oil patches were visible in the area.
The affected processing unit remains temporarily shut down as Shell conducts investigations into the cause of the leak. The company has pledged to work closely with authorities to learn from the incident and enhance its safety protocols.
Shell agreed to sell its Energy and Chemicals Park Singapore, including the Pulau Bukom refinery, to CAPGC Pte. Ltd., a joint venture between Chandra Asri Capital and Glencore, in May 2024.
The transaction was expected to be completed by the end of 2024, subject to regulatory approvals.
Until the sale is finalised, Shell continues to operate the Bukom facility.
