Yaisky Oil launches refinery in Kemerovo region to meet 60% of lubes demand

Yaisky Oil Refinery in Russia’s Kemerovo Region held a launching ceremony for the start-up of its refinery that is expected to produce 60% of the region’s demand for lubricants. This is the first in the line of refineries planned, costing 16 billion rubles (US$515.3 million), said Governor Aman Tuleyev. The first line is designed to have an annual production capacity of 3 million tons of oil, scheduled to begin operations in late 2012 or early 2013. The company projects a total investment of 57 billion rubles (US$1.8 billion) by 2017, added Tuleyev, with plans to have the crude delivered to the refinery via pipeline to cut logistics cost. He added that putting up the oil refinery is the only way to avoid dependence on other regions for gasoline supply. It will also help stabilize prices.

The first production line of the refinery is expected to produce 400,000 tons of straight-run gasoline, 1.5 million tons of diesel fuel to meet industrial demands, and up to 1 million tons of high-quality reclaimed heavy oil. The second production line is expected to double the refinery’s annual capacity to 6 million tons a year. (October 9, 2012)
