U.S. EPA issues direct final rule approving VOC emissions regulations
The U.S. Environmental Protection Agency (EPA) has issued a direct final rule to approve revisions to the South Coast Air Quality Management District (SCAQMD) under the California State Implementation Plan that would regulate volatile organic compound (VOC) emissions from consumer paint thinners, multi-purpose solvents, metalworking fluids, and direct-contact lubricants, according to Regional Administrator Jared Blumenfeld. “Section 110(a) of the CAA requires states to submit regulations that control VOC emissions. Both SCAQMD Rule 1143 and Rule 1144 limit emissions of VOC from the application of thinners, solvents, metal-working fluids and direct-contact lubricants,” according to a summary of the notice from the U.S. Federal Register. Public comments may be submitted by August 15. Unless adverse comments are received, the rule is effective on Sept. 13. (July 19,2011)
