The City Council of Manila has created two zones

The City Council of Manila has created two zones of fruits and fruit juices, vegetables and vegetable juices.Also allowed to operate were highly pollutive/hazardous industries in the heavy industrial zones included textile mills, blast furnaces and steel foundries and pulp and paper mills.The council also allowed eight highly pollutive/extremely hazardous industries such as petroleum refineries and oil depots, manufacture of reclaimed, blended and compound petroleum products, manufacture of industrial alcohols and chemicals, manufacture of pesticides, synthetic resins, plastic materials and man-made fibers except glass and the manufacture of miscellaneous petroleum products and coal.Ordinance 8187 was an amendment to the Manila Comprehensive Land Use and Zoning Ordinance of 2006 during the incumbency of Mayor Lito Atienza.
