Lukoil to process oil residues at Perm Refinery

Lukoil has begun constructing a refinery for the processing of oil residues at its Parm Refinery Lukoil-Permnefteorgsintez, one of Russia’s biggest refineries located within nine kilometers of the city of Perm. A groundbreaking ceremony was held, led by the company’s president Vagit Alekperov. A statement released by the company said that the project, scheduled to begin operations in 2015, includes a delayed coker unit with a 2.1 million ton yearly capacity, and will be built according to Lukoil’s adjusted plan for modernizing its refineries. Also included in the complex is a diesel hydrotreater with a yearly 1.5 million ton capacity, and a hydrogenation unit with a capacity of 30,000 tons a year.
The construction of the complex could put a stop to the production of residual fuel, since the conversion ratio will be brought to 98%, practically leaving no residues. Additionally, the project is expected to upgrade diesel fuel production to Euro 5 standards; the new facility will also produce gas carbon, with enhanced light constituents for metallurgical instrument, or electrode gas carbon, should there be market demand for it.
