ALIA advances re-refined base oil white paper for 2025 release

The Asian Lubricants Industry Association (ALIA) has made progress on its Re-refined Base Oil (RRBO) and Used Oil Collection White Paper, with the finalisation of its skeleton draft during an interactive session at ALIA’s Annual Meeting, held on 11-12 March 2025 at the Laguna Resort & Spa in Bali, Indonesia.

The initiative, led by Charlotte Kehoe, chair of ALIA’s Sustainability Subcommittee, is one of the association’s most ambitious projects, aimed at advancing circular economy practices in the lubricants industry.

The white paper, titled “Advancing Circular Economy in the Lubricants Industry: Re-refined Base Oil, Used Oil Collection, and Circularity”, will serve as a reference for stakeholders, covering:

  • Global regulatory trends and policy variations
  • Emerging re-refining technologies
  • Consumer perceptions and industry challenges
  • Environmental and economic impacts (including Life Cycle Assessment (LCA) and Product Carbon Footprint (PCF) analysis)
  • Health, safety, and quality standards

ALIA has gathered a diverse group of industry representatives, including re-refiners, additive companies, lubricant marketers, and re-refined base oil manufacturers, ensuring a well-rounded industry perspective.

Target publication in September 2025

Task force members have committed to developing specific sections, with the white paper expected to be completed within the year and published by September 2025.
