
India’s CPCB calls for urgent registration on used oil EPR portal
The Central Pollution Control Board (CPCB), under India’s Ministry of Environment, Forest and Climate Change, has issued a directive urging stakeholders to register on the Extended Producer Responsibility (EPR) Portal for Used Oil within 15 days. The notice dated 17 February 2025 was addressed to all State Pollution Control Boards (SPCBs) and Pollution Control Committees (PCCs). It highlights the low number of registrations since the portal’s launch in June 2024.

Extended producer responsibility for used oil management
On 18 September 2023, the Government of India introduced amendments to the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2023. These changes include a new section, Extended Producer Responsibility (EPR) for Used Oil, under Chapter VII, as per MoEF&CC notification No. G.S.R 677(E). The amendments came into effect on 1 April 2024.
Under the new rules, producers of base oils or finished lubricants and importers of used oil must comply with Extended Producer Responsibility (EPR) obligations. This requires them to meet recycling targets by purchasing EPR certificates from registered recyclers, ensuring the environmentally responsible management of used oil.
“As per Rule 37(2)(i) of the Hazardous and Other Wastes (Management and Transboundary Movement) Second Amendment Rules, 2023, SPCBs and PCCs must ensure compliance with used oil EPR regulations,” said B. Babu, Scientist ‘F’ and Head of Waste Management-II at CPCB.
Currently, only 77 producers and 33 recyclers have applied for registration via the portal, accessible at https://eprusedoil.cpcb.gov.in.
Producers, including importers of base oils and finished lubricants, recyclers, and collection agents, are required to register within the specified timeframe. Failure to comply may result in environmental compensation penalties under Rule 39(3) of the 2023 regulations.
The CPCB aims to enhance transparency and accountability in the management of used oils, supporting environmental sustainability and compliance with national waste management standards.
