Thailand’s refiners have banded together to ask the government to delay the start of new low-sulfur fuel specifications, which would allow the companies to both conserve cash in an uncertain economic environment and take advantage of expected lower future project costs, PTT officials said. “Refiners are planning to invest, but we’ve asked for a deferral of two years so that the investment costs can come down,” Chainoi Puankosoom, chairman of the Petroleum Industry Club, said.
