Japan Cooperation Center to help upgrade fuel quality at Vietnam’s Dung Quat oil refinery

Japan Cooperation Center, Petroleum (JCCP) and Binh Son Refinery and Petrochemical Joint Stock Company (BSR), the owner of the Dung Quat oil refinery in Vietnam, signed a technical cooperation agreement to improve petrol and diesel fuel quality at the Vietnamese plant on July 21, 2015.

Under the agreement, which was signed by JCCP Special Counselor Eiji Hiraoka and BSR General Director Dinh Van Ngoc, the Japanese group will provide technical assistance to BSR to upgrade the product quality being produced at the Dung Quat oil refinery to Euro IV and Euro V quality standards. Diesel fuel is the main product being produced at the Dung Quat oil refinery, representing about half of total production or more than 3 million tonnes per year.

JCCP also sought to provide consultation on the plant expansion, along with preparing a feasibility study on material input, technology, investment and efficiency. BSR has announced that it will  expanding the Dung Quat oil refinery to raise its processing capacity from 6.5 million to 8.5 million tonnes a year, said Le Manh Hung, vice president of state-owned Vietnam Oil and Gas Group (PetroVietnam).

The technical assistance is scheduled to be completed in 2017.
